Background of Cooperative Department
( a ) The organization of Cooperative Department was started and organized on (30-10-1991) in accordance with the permission of the Meeting No.(39/91) of the State Law and Order Restoration Council. While doing the above, it made the changes of duties and responsibilities according to the New Cooperative Society Law which is issued by the Law No. (9/92) of the State Law and Order Restoration Council, it has been started and operated with the organization of total numbers of(17312) posts including (980)Officer Posts, (16332) Staff Posts in accordance with the Meeting No. (21/94) of Cooperative Department on (5-6-1994).
( b ) Moreover, in relevance with the permission of the Meeting No.(20/2012) of the Union Government Office on (31-5-2012), Cooperative Degree College (Thanlyin) and Cooperative Degree College(Sagaing) are upgraded and reorganized as Cooperative University (Thanlyin) and Cooperative University (Sagaing). According to the decision of the Meeting No.(34/2012) of the Union Government Office on (6-9-2012), Cooperative Department, Nay Pyi Taw in Nay Pyi Taw Council is organized with the number of (25) posts. (5) Thiri Townships in Nay Pyi Taw Council are also organized with the total number of (100) posts with (20) posts for each Township in accordance with the Meeting No.(31/2012) on (16-8-2012). Therefore, the total number of staff in Cooperative Department is (18347) Staff.
( c ) Besides, according to the permission of the Meeting No.(2/2015) of the(15-1-2015), Former Ministry of Cooperatives is changed into Cooperative Department and reorganized with the total number of (16399) posts including (703)officer posts and (15696) Staff posts from the total number of (18347) posts including(1483) officer posts and(16864) Staff posts.
( d ) Moreover, according to the permission of the Meeting No.(3/2020) of the Union Government Office on (5-2-2020), Cooperative Department under Ministry of Agriculture, Livestock and Irrigation, reorganized with the total number of (15409) posts including (694) Officer posts and (14715) Staff posts from the total number of (16399) including (703) Officer posts and (15696) Staff posts.
Policies of Cooperative Department
The followings are policies of department of cooperative under the Ministry ofAgriculture, Livestock and Irrigation;
(a) To carry out the further development of the existing cooperative enterprises.
(b) To support the formation of cooperative societies, regulating and cooperative educating in accordance with the cooperative ethics, values, Cooperative Society Law and Rules.
(c) To uplift the economic, education, health, and living standard of family members of cooperative societies in collaboration with relevant organizations.
(d) To link with international cooperative organizations for productive collaboration.
(e) To build capacity of cooperative societies focusing on production, service provision and trade aspects.
Objectives of Cooperative Department
The objectives of Ministry of Agriculture, Livestock and Irrigation are as follows,
(a) To advance and upgrade the agricultural sector by organizing farmers' associations and cooperatives inclusive of small holders,subsistence farmers and fishery workers with the new thoughts and new aspects.
(b) To seek technical assistance and mobilize the financial resources from local and international agencies in support of crops, livestock, fisheries and rural development in the agriculture sector.
(c) To promote the Cooperative enterprises and Cooperative System.
Duties and Responsibilities of Cooperative Department
The Duties and Responsibilities of Cooperative Department are as follows,
(a) To implement the businesses of Cooperative Societies successfully in accordance with Vision, Action Plans, Objectives and Responsibilities of Ministry of Agriculture, Livestock and Irrigation.
(b) To maintain the Cooperative Societies to follow the provisions of Cooperative Society Law, Rules, Discipline, Procedures and Instructions.
(c) Formation of Cooperative Societies, Reorganizing, Auditing and Liquidation.
(d) Organizing, educating and regulating to the operations of BODs and Society Staff.
(e) To undertake the various matters of administration, capacity building and management for Staff from the various levels of Cooperative Department.
(f) To maintain the documents, buildings, vehicles and machines of the various levels of Cooperative Department.
(g) To make Bi-Annual Auditing per (6) months and Annual Auditing per year as well as auditing to the Cooperative Societies after finishing the loan cycle in disbursement of loan and repayment the loan by taking the loan from international.
(h) To do the duties and responsibilities which are periodically assigned by the Ministry and the State?
